Tcell offers Mail.ru Agent daily option

Tcella mobile phone company operating in Tajikistan has introduced a plan to use the Mail.ru instant messaging service.

Activation costs USD 0.15, and a daily subscription is USD 0.10, including 10 MB traffic. Additional traffic costs USD 0.02 per MB.
