PTA Publishes Outline for Spectrum Sale
The Pakistan Telecommunication Authority (PTA) has issued its Information Memorandum (IM) for its planned sale of spectrum in the 2100MHz, 1800MHz and 850MHz bands. The watchdog is auctioning 2×30MHz in the 2100MHz range, 2×20MHz in the 1800MHz band and 2×7.38MHz in the 850MHz range. Reserve prices for each 2×10MHz block were set atUSD295 million for the 2100MHz band, USD210 million for the 1800MHz frequencies and USD291 million for the 850MHz range. Participants are required to submit offers for a minimum of 2×10MHz in the 2100MHz range, but may bid for more in multiples of 2×5MHz. Only successful bidders of 2100MHz spectrum will be qualified to obtain 1800MHz frequencies. Aftel launches GSM, 3G services
State-backed telco Afghan Telecom (Aftel) has inaugurated GSM and 3G services in Kabul and ten other, the Ministry of Communication and Information Technology (MCIT) announced. The company has invested USD65 million on the deployment and intends to spend a further USD100 million to expand the service nationwide. National mobile communication operator Uzmobile will develop a network of mobile communication network on the base of GSM standard till the end of 2017. President of Uzbekistan Islam Karimov signed a resolution “On measures on organization of activity of national operator of mobile communication” on 12 February 2014. Uzbekistan creates national operator of mobile communication on the base of Uzmobile, a branch of the joint stock company “Uzbektelecom”. New network of GSM standard will be created on the base of frequency resources, which are earlier used by Uzdunrobita (subsidiary of MTS in Uzbekistan). Uzbektelecom to spin off new GSM operator
State-backed telco Uzbektelecom has announced that it will use the frequencies relinquished by defunct operator MTS Uzbekistan to deploy its own GSM network. The telco, which currently offers wireless services via its ‘Uzmobile’ unit, will continue to operate its existing CDMA-450 network in parallel with the new GSM platform. Rollout will start this year with the deployment of 1,020 base stations in Tashkent, along with 500 sets of radio relay equipment, a communication station and a billing system for two million numbers. In 2015 Uzmobile plans to install a further 1,994 towers to cover the regional centres of Uzbekistan, whilst capacity will be increased to eight million lines. A third phase, to be completed by the end of 2017, will see Uzmobile install 3,986 more base stations to cover the nation’s other towns and villages. Telecom Mongolia needs USD1.9bn for LTE rollout

Ucell’s Net Sales Exceeds US$478.16m in 2013
Net sales of mobile communication operator Ucell grew by 31.62% year-on-year to 3.118 billion Sweden kronor (over US$478.163 million) in 2013. According to TeliaSonera, net sales of Ucell made up 821 million Sweden kronor (about US$126.926 million) in the fourth quarter of 2013, which rose by 9.61% year-on-year. EBITDA (grew from 904 million Sweden kronor (US$138.612 million) in 2012 to 1.68 billion Sweden kronor (US$257.569 million) in 2013. EBITDA rose from 322 million Sweden kronor ($49.362 million) to 403 million Sweden kronor ($61.776 million) (+25.15%). PTCL Announces Financial Results of 2013
Pakistan Telecommunication Company Limited (PTCL) has posted impressive financial results in FY2013. According to the PTCL Board of Director’s announcement, the PTCL Group’s revenue for FY2013 stood at a record amount of PKR 131.2 billion (USD 1.29 billion), while Group’s net-profit stood at PKR. 15.8 billion (USD 155.02 million). The company posted revenues amounting to PKR. 81.1 billion, while a net profit of PKR. 12.7 billion was also reported. The company has also declared a final cash dividend of Re. 1 per share for the year ended, in addition to already paid interim dividend of Re.1 per share in July 2013. Azercell Unifies International Call Rates
Azerbaijan mobile operator Azercell has introduced a single rate for international calls, lowering prices significantly. Calls to the CIS countries and Baltic States are offered at the earlier AZN 0.32 per minute, while calls to Iran and Turkey dropped from AZN 0.43 per minute to AZN 0.32. Armenian-American Venture Presents First Tablet

Tesco Mobile Drops Additional Charge for 4G
British mobile virtual network operator (MVNO) Tesco Mobile has announced that it is now offering 4G connectivity to its customer at no additional cost. When the operator initially introduced 4G back in October last year it revealed that customer would pay GBP2.50 (USD4.12) per month on top of their regular tariff to boost their mobile broadband speeds. Morocco’s Meditel Announces 3G Network Upgrade Plans
Morocco based mobile network operator, Medi Telecom (Meditel) has plans to invest EUR350 million (US$480 million) in network upgrades over the next three years. The company is aiming to retain its second place in the market, which is nearly tied with Inwi and will be deploying 3G coverage to all Moroccan cities. Blu Telecoms to launch LTE in 2014
Blu Telecoms (formerly G-Kwik net), one of the Ghanaian companies in possession of 4G Long Term Evolution (LTE)-suitable spectrum, is reportedly planning to launch commercial operations in 2014. In February 2013 Ghana’s National Communications Authority (NCA) issued three technology-neutral broadband wireless access (BWA) licenses in the 2500MHz to 2690MHz band that allow for the provision of 4G services. Surf Line, Gold Key Properties and G-Kwik net each paid USD6 million for the BWA concessions, which allow them to launch LTE or WiMAX data-only services. Under the terms set out by their authorizations, the licensees must launch their respective networks by end-November 2014; all three companies need to cover 50% of all districts in five years. Sprint, NSN Achieve 2.6Gbps in TD-LTE Trial
US mobile giant Sprint and Finnish equipment vendor Nokia Solutions and Networks (NSN) have achieved downlink transmission speeds of 2.6Gbps over the former’s Time-Division Long Term Evolution (TD-LTE) network, it has been revealed, beating the previous 1.6Gbps record. Bouygues to Commercially Deploy LTE-A In June
French network operator Bouygues Telecom has announced that it will commercially deploy LTE-Advanced (LTE-A) technology in the cities of Bordeaux and Lyon in June 2014. The first data terminals compatible with this technology will be offered by Bouygues Telecom in the second quarter of 2014. According to the company’s press release, in October 2013 Bouygues trialed the technology and achieved downlink of 182Mbps by aggregating frequencies in the 800MHz, 1800MHz and 2600MHz spectrum bands. New spectrum licensing framework taking effect in July
Qatar’s telecoms regulator ICT QATAR has finalized the country’s new radio spectrum licensing framework following a public consultation process held in August 2013, with important elements including terms and conditions for all types of radio spectrum licensing and license templates, and the associated technical schedules for each spectrum type. The framework was developed with the aim of having more flexibility in using licensing tools for regulating spectrum use, for ensuring efficient use of frequencies, to increase transparency and to ensure easy accessibility to necessary information for spectrum users. The framework is intended to be in place by 1 July 2014. Claro launches LTE, earmarks investment of USD30m for 2014
Claro Uruguay has announced the commercial launch of 4GLTE services in the capital Montevideo. Chief technology officer Marco Iglesias said that around USD60 million had been invested in the company’s mobile networks last year, with a further USD30 million earmarked for 2014. Alcatel-Lucent supplied Claro’s LTE network, which will be gradually expanded across the capital and to other cities this year. Telecom launches commercial TD-LTE network
China Telecom has become the country’s second operator to launch 4G services, having activated its Time Division Long Term Evolution (TD-LTE) network in 100 cities. The 4G service is currently only available via USB modems, although a compatible MiFi router is also available to support other devices. In terms of pricing, Telecom’s offerings range in price from CNY70 (USD11.47) per month with 1GB of data, to CNY280 per month for 10GB. Mexican-backed cellco Claro Colombia has launched 4G services in the capital, Bogota, becoming the fourth operator to offer Long Term Evolution (LTE) in the country. The cellco will provide 4G services at the same price as its 3G tariffs, and has 20 LTE-compatible handsets on offer. Existing subscribers with one of the compatible handsets may request a new free SIM to begin using 4G with no change in pricing for their plan. Vodafone UK announces LTE subscriber milestone
Just six months after inaugurating its commercial LTE network, British cellco Vodafone UK has announced that sign-ups for its 4G services have surpassed half a million. With the operator noting that its 4G customers are using on average twice as much data as those connecting via 3G, Vodafone UK also highlighted the fact that such subscribers are also on average doing twice as much music and video streaming, video calling, online shopping and online banking. SK Telecom details plans to enhance LTE and LTE-A infrastructure
SK Telecom (SKT) has outlined plans to construct additional 1800MHz base stations with a view to securing nationwide LTE and LTE-Advanced (LTE-A) coverage. With the operator announcing in a press release that it aims to build the new infrastructure by the end of this year, it has claimed that such network developments will enable customers to access downlink speeds of up to 150Mbps nationwide. In addition, SKT also confirmed that it has gained regulatory approval to use 10MHz in the 2100MHz band for LTE-based services. Orange LTE-A trial authorized by Arcep
French telecoms regulator the Autorite de Regulation des Communications Electroniques et des Postes (Arcep) has approved a request from mobile operator Orange to conduct trials of Long Term Evolution Advanced (LTE-A) technology. According to a press release, the trial will be carried out in Bordeaux in a very densely populated urban environment, and will allow Orange to test the network’s performance and identify the possible benefits of using the next generation technology. NBTC releases 4G auction details
Thailand’s National Broadcasting & Telecommunications Commission (NBTC) has revealed new details of its plan to auction additional 4G-suitable mobile licenses, announcing a three-stage auction process to be implemented by September 2015. The NBTC said it will redistribute 92.5MHz of spectrum in the 900MHz and 1800MHz bands previously issued to private sector cellcos under build-transfer-operate (BTO) concessions which expire over the next few years. The first planned auction is for 25MHz of 1800MHz spectrum previously used by True Move (part of True Corp) and DPC (part of AIS) in March 2014, followed by a November 2014 auction of 17.5MHz of 900MHz spectrum currently in use by AIS, and finally an auction of 50MHz of 1800MHz spectrum – currently partially being used by DTAC – in September 2015. Smartphone penetration hits 40%
Smartphone penetration has reached roughly 40% in Costa Rica, with Spanish-backed cellco Movistar claiming that 65% of its users utilized smartphone handsets. The official noted that penetration was well above the norm for the region, which he claimed was only around 10% of users in Central America. Russia’s MTS Offered to Buy Out Government Stake in Belarus Subsidiary
Russia’s MTS made an offer to buy the 51% stake in its Belarus subsidiary that is up for sale but offered a price far lower than the government is asking for. The government, which owns the 51% stake has repeatedly tried and failed to sell the stake, with the fairly being blamed mainly on the very high price being asked for. The government recently lowered the asking price to US$863 million, but that is still seen as excessive for the stake. MTS’s Russian parent reportedly offered up to US$500 million for the stake, which is about what most commentators believe it to be worth. The stock market listing of Zain’s Bahrain subsidiary has moved closer following the publication of a formal notice in the government gazette. The company is required to list its shares on the local stock exchange as a condition of its operating license, but missed the deadline to do so by the end of last year. Zain Bahrain is 56.3% owned by Kuwait’s Zain and is required to list at least 15 percent of its shares for the public. Verizon and Vodafone have completed their US$130 billion transaction and Verizon now owns its entire mobile network subsidiary. Vodafone shareholders are due to receive roughly 72 pence in Verizon shares and 30 pence in cash for each Vodafone share they own. Vodafone is returning a total of $23.9 billion in cash to its shareholders in addition their shares, taking the total to US$82.5 billion. China Telecom Customer Base Shrinks As 4G Lures Customers to Rival Network
China Telecom has posted its first decline in mobile subscribers since 2008 as customers migrate to China Mobile’s 4G service. According to statistics from the big three mobile networks, the country saw its mobile phone user base grow by just under 7 million in January, taking their combined total to 881.9 million. Of that, just under 206 million were using China Mobile’s home-grown 3G network. The company added 14.24 million new 3G customers, although its GSM base shrank by 9.6 million at the same time. China Mobile picked up two thirds of all new subscribers during the month. Huawei and Vodafone Testing FDD and TDD Convergence LTE Carrier Aggregation
Huawei is showing off a LTE-A FDD TDD Convergence Carrier Aggregation CA solution that it says will go into trials with Vodafone Spain during MWC. Vodafone currently has 800MHz, 1800MHz, and 2600MHz, a total of 50MHz spectrum bandwidth in FDD mode and 20MHz of 2600MHz in TDD mode in Spain. Ericsson Launches Evolved IP Network Solution
Ericsson said that its Evolved IP Network will lead to mobile networks that are easier to manage and allow for faster configuration of user services. Ericsson IP Network provides end-to-end transport from radio base stations, small cells and fixed access, to packet gateway connections to the Internet and other external networks. ZTE Takes Over Managed Services for Germany’s E-Plus
China’s ZTE has taken over the responsibility for the roll out and the network operation of Germany’s E Plus as part of a managed services contract signed last year. ZTE said that it completed the transition of the network operations in early January 2014. After months of preparation, ZTE implemented the take-over of E-Plus network operations during just a single night in early January 2014. During that night, ZTE migrated the whole IT infrastructure from the previous service provider, with their support, to a ZTE data centre. NSN Completes Live VoLTE Tests in China Mobile’s TD-LTE Network
Nokia Solutions and Networks (NSN) said that it has successfully completed the world’s first live video call and an extensive set of test cases for Voice over LTE (VoLTE) in China Mobile’s pre-commercial TD-LTE network in Fuzhou. To verify the functionality and performance of VoLTE in its TD-LTE network, China Mobile set up parallel VoLTE trial projects with several mobile broadband equipment vendor in different parts of the country. Ericsson has completed a 4G LTE network expansion for US Cellular and its partner, King Street Wireless. Nokia Solutions and Networks (NSN) and Saudi Telecom Company (STC) has renewed its managed services contract with the company. Through the renewed contract, NSN continues to provide its comprehensive managed services including network planning and optimization, network and service operations as well as care services including hardware and software services for STC’s Al Jawal Network. Huawei selected for Nextel rollout
Chinese vendor Huawei has been selected by Chile’s Entel Group to roll out a nationwide GSM/UMTS/Long Term Evolution (LTE) mobile broadband network for the telco’s Peruvian subsidiary Nextel. The network will cover nearly all of Peru and will make use of Huawei’s Active Antenna Unit (AAU) solution for integrated radio units and multi-band antenna products.
