MNP to Launch on 1 February
Mobile number portability (MNP) will be fully introduced by Azerbaijan’s mobile network operators on 1 February. The Ministry of Communications and Information Technologies noted that the launch of MNP, which enables subscribers to retain their phone number if they switch provider, will strengthen competition in the market and lead to improved service quality. Uzbekistan and Japan sign memorandum of cooperation in ICT sphere

Telenor LDI Communications exits ICH
Telenor LDI Communications (Pvt.) Ltd (TLC), a subsidiary of Telenor Pakistan, has, on 25 January 2014, made its exit from the International Clearing House (ICH) due to heavy losses to Telenor as an enterprise. Telenor has raised this concern a number of times with the relevant authorities. Telenor LDI Communications PVT (TLC) joined ICH in compliance with MOIT policy directive issued on 13 August 2012 endorsed by PTA. PTA had directed mobile phone operators to withdraw recently imposed call setup charges. PTA has issued these directions in the light of provision of Telecom Reorganization Act and Consumer Protection Regulations 2009. PTA has accordingly directed all companies to implement the order without causing any discomfort to the mobile phone subscribers. Ucell invested UZS300 billion (USD135.92 million) into the development and expansion of its network in 2013, according to the company’s director general Osman Turan. Mobile phone penetration in Pakistan has reached 71.7pc by June 2013 with growth rate of 4.61pc. The rate of penetration slowed down during fiscal year 2012-13 owing to various factors but mainly due to strict government policy for sale of Subscriber Identity Modules (SIMs) only through customer service centres and franchises of the operators. The subscribers of cellular mobile in Pakistan attained the level of 128.93 million at the end of June 2013 compared to 120.15 million as of end June 2012, revealing a growth of 6.74pc as compared to growth of 10.3pc during the corresponding period of last year. China Mobile Pakistan (CMpak) has taken the lead in attracting new subscribers by adding 4.2 million during the reported period. Pakistan Expects to Raise $2 Billion from Radio Spectrum Auction
Pakistan’s Finance Minister, Senator Mohammad Ishaq Dar has confirmed that the country intends to push ahead with its radio spectrum auction by this coming March. The State Committee for Communication, Information and Telecommunication Technologies of Uzbekistan held a meeting with the operators and internet providers. The press service of the committee said that the sides considered issues of decreasing prices for internet services in Uzbekistan. Mobile Operators to Pay 600 Soums per Subscriber
The Government of Uzbekistan increased the sum of a payment for use of subscriber number by legal entities, rendering mobile communication services from 1 January 2014. According to the presidential resolution “On forecast of main macroeconomic figures and parameters of the state budget of Uzbekistan for 2014”, the mobile operators will pay 600 soums a month per subscriber in 2014, which grew by 100 soums compared to 2013. Indosat Outlines LTE Network Upgrade Plans
Indonesia’s Indosat plans to invest around US$430 million on upgrades to its network during 2014, with the bulk of the work going in preparations for LTE services. Four Companies Interested in Nigerian Spectrum Auction
Four telecoms companies have indicated an interest in the Nigerian government’s forthcoming radio spectrum auction to be a sole nationwide provider of wholesale mobile broadband services. The applicants include underwater cable operator, MainOne, Visafone Communications, South Africa’s MTN, and UAE’s Etisalat. The reserve price for the 2.3 GHz spectrum would be set at around US$32 million for the 30 MHz block of spectrum. Telenor/Telia improve 3G coverage in Odense
Telenor Denmark has improved its 3G coverage in the Municipality of Odense, after the number of base transceiver stations (BTS) in the area more than increased from 74 to 117. The next stage of the expansion project is due to start next week, and will see the improvement of 3G coverage in Funen, the third largest island in Denmark. The improvements have been prompted by the merger of the respective Telenor and Telia 3G networks in the area. Thai Network Increases Investment in 3G Rollout
Thailand’s AIS will increase its investment in its 3G network to Bt90 billion (US$2.7 billion) from the previously announced Bt70 billion during 2013-2015. The increase in 3G investment comes after the company failed to secure a digital TV channel license when bidding rose beyond the price it was willing to pay. Entel to launch 4G in March; still considering brand name for Peru
Chilean wireless provider Entel plans to launch 4G Long Term Evolution (LTE) services in March this year, dismissing rumors that the platform might be made available sooner. Vodafone, Orange in New Network Sharing Agreement
Vodafone Spain and Orange Espana have initiated an integration of their respective mobile networks, in a move which can be seen as a response to a similar deal stuck between rivals Telefonica Espana (Movistar) and Xfera Moviles (Yoigo). The Estonian Technical Surveillance Authority (ETSA) has announced that Tele2 Eesti has won the country’s third block of digital dividend 800MHz (790MHz-862MHz) 4G mobile broadband spectrum after winning a competitive auction. With a starting price of EUR1.597 million (USD2.170 million), Tele2 beat competition from rival bidder Starman. Bids took place over 18 rounds, with Tele2 placing the highest eventual bid of EUR5.098 million. Annual fees for frequency resource usage are EUR24, 000. Wind not bidding for 700MHz licenses
Canadian cellco Wind Mobile has withdrawn from the country’s 700MHz 4G license auction after its foreign shareholder, Egypt-based Global Telecom Holding (GTH), itself part of the Russian-backed Vimpelcom group, reportedly declined to fund the bidding. Algerian telecoms watchdog the Autorite de Regulation de la Poste et des Telecoms (ARPT) has published its Decision No.1/SP/PC/ANRT/2014, dated 8 January 2014, which outlines the terms and conditions of deployment of 3G commercial services in optional wilayas. Elisa Corporation Finland has selected Nokia Solutions & Networks (NSN) as the sole supplier for its Long Term Evolution (LTE) network rollout. According to a joint press release, the contract will cover a period of five years (from 2014 to 2018) and is deemed by the vendor as ‘the single largest mobile telecommunications deal in Finland’, although no financial details were disclosed. Movistar aiming for 200,000 LTE subscribers in first year
Spanish-backed cellco Movistar Chile intends to end January with 20,000 Long Term Evolution (LTE) subscribers and has sets its sights on hitting 200,000 users by the end of its first year offering the service in November 2014, according the operator’s product and services manager Rodrigo Sajuria. Sajuria claimed that the company had not experienced difficulties and was offering download speeds of up to 40Mbps. 3 Ireland to Introduce LTE
The Irish mobile operator Hutchison 3G has announced that it plans to launch 4G Long Term Evolution (LTE) services. The enhanced 4G service will be available free to all subscribers with LTE-enabled devices until 31 July, after which time it will cost EUR4.99 (USD6.76) a month for post-paid customers; pricing for pre-paid users has not been disclosed. The new network will cover 60% of the population in Galway, Limerick and Waterford at launch, plus 40% of the population in Dublin and Cork, the. KT enables higher LTE-A speeds in Seoul
South Korea’s KT Corp has reportedly implemented downlink speeds of 220Mbps over its LTE-Advanced (LTE-A) network in the Irwon-dong and Suseo-dong regions of Gangnam, in southern Seoul. However, in order for consumers to benefit from the increased speeds they will require LTE-A compatible handsets, with such devices widely expected to be launched in the first half of this year. KT is also said to have developed its mobile broadband technology further in order to provide downlink speeds of 300Mbps by tying up two 20MHz blocks of spectrum. China’s 4G Subscriber Base to Exceed 30 Million by End of 2014
China is expected to end next year with at least 30 million 4G subscribers, according to the Minister of Industry and Information Technology, Miao Wei. He also said that the industry is expected to invest around US$16.5 billion developing its LTE based 4G networks during 2014. Google Shows Off Smart Contact Lens
Google has shown off a “smart contact lens” that it says can provide feedback to the wearer about their blood sugar levels. It’s aimed at people with diabetes who routinely need to keep control of their blood sugar levels, often with regular blood tests. The company is testing a smart contact lens that’s built to measure glucose levels in tears using a tiny wireless chip and miniaturized glucose sensor that are embedded between two layers of soft contact lens material. SK Telecom Inks Deal to Share LTE Knowledge with China Telecom Corporation
SK Telecom (SKT) has agreed to share its knowledge related to Long Term Evolution (LTE) technology with China Telecom Corporation. It is understood that SKT will help the Chinese company set up its 4G infrastructure in Shanghai by sharing both its technology and experience. With SKT planning to send its telecoms experts to China as part of the deal, the South Korean operator has confirmed it plans to expand its LTE consulting services to other cities in the world’s second-largest economy. Telecom New Zealand Wins Bidding for Last Block of Radio Spectrum
Telecom New Zealand has won the bidding to secure the last remaining block of 2×5 MHz lot of 700 MHz radio spectrum that was left unsold from last year’s auction. Telecom bid NZ$83 million for this final lot, in addition to the total of NZ$66 million for three lots in the initial auction round. The purchase of a fourth 2×5 MHz lot is conditional upon approval from the Commerce Commission. Thai Regulator Pushing Ahead with Radio Spectrum Auction
Thailand’s telecoms regulator, the NBTC has said that it does not expect the recent political problems in the country to disrupt its planned radio spectrum auction this coming September. The details for the auction along with the reserve price are due to be discussed by the telecoms panel next month. The regulator, in an attempt to avoid the controversy over its 3G license auction, has hired outside advisors from the ITU to help set the reserve prices and the regulatory conditions for the spectrum licenses. China Mobile Flexes 3G Muscles As Market Expands 78.8%
China’s mobile sector has expanded by 11.1% year-on-year to 1.223 billion users, whilst a 3G boom has seen mobile data subscribers increase by 78.8% over the same period to 417.323 million, according to data published by the nation’s trio of wireless providers, China Mobile, China Unicom and China Telecom, for end-December 2013. Avantel enlists NSN for complete LTE rollout
Mobile sector newcomer Avantel has selected Nokia Solutions and Networks (NSN) to roll out its Long Term Evolution (LTE) mobile infrastructure. Under the build-operate-transfer agreement, NSN will deliver an LTE network using its Flexi Multiradio 10 base stations and Evolved Packet Core (EPC). In addition, NSN will install its NetAct management system and Performance Manager for network optimization and monitoring as well as its Subscriber Data Management solution, including its New Technology Home Location Register (NT-HLR). A1 Launches 800 MHz LTE Network in 200 Locations
A1 Telekom Austria has announced that it has used its newly acquired 800MHz spectrum to extend its Long Term Evolution (LTE) coverage to 200 locations across the country, including a number of rural regions never previously covered by its 3G network. A1 says that the deployment programme means that around 45% of the population is now covered by its 4G network. A1 acquired 2×20MHz blocks of 800MHz spectrum in the Telekom Control Commission’s (TKK’s) ‘combinatory clock’ auction in October 2013. Alcatel-Lucent has released new data showing that security threats to mobile devices continues its rapid rise, infecting at any time more than 11.6 million devices and putting their owners at increased risk for stolen personal and financial information; bill shock resulting from pirated data usage; and extortion in exchange for device control. Meanwhile, the security threat to home networks remained constant with traditional “fixed” malware types starting to make the jump to mobile devices. Due to the unique position of Alcatel-Lucent’s network security and analytic products within networks, it can measure the impact of traffic types traversing the network, including malicious and cyber-security threats. The report found that mobile malware infections increased 20 percent in 2013, with 4G LTE devices being the most likely to be infected. Android devices accounted for 60% percent of total mobile network infections, which frequently took the form of trojanized applications downloaded from third party app stores, Google Play Store or by phishing scams. Forty percent of mobile malware originated from Windows laptops tethered to a phone or connected directly through a mobile USB stick or MIFI hub. Pengzhong Xingsheng, an Uzbek-Chinese joint venture on production of mobile handsets under UZTE trademark, will expand a line of smartphones and start to produce modems in 2014, the director-general of the company Liu Xiao Dong. Pengzhong Xingsheng launched production of mobile handsets and its accessories in Syrdarya region of Uzbekistan in July 2013.The cost of the project was US$3.16 million. The project initiators are ZTE (H.K.) Limited and Peng Sheng LLC. They created joint venture Pengzhong Xingsheng on a parity basis to implement the project. The capacity of the plant is 100,000 applications a year. Sony and Microsoft in Talk to Launch New Windows Phone
Sony is currently in talks with Microsoft about releasing a new Windows Phone device as early as mid-2014. The unit would reportedly carry the Vaio brand, just like Sony’s Windows-based computers. Lenovo buys Google’s Motorola Mobility business
Lenovo will acquire Google’s Motorola Mobility smartphone business in a USD 2.91 billion deal. The consideration includes USD 1.41 billion paid at close, comprised of USD 660 million in cash and USD 750 million in Lenovo ordinary shares, while the remaining USD 1.5 billion will be paid in the form of a three-year promissory note. The acquisition includes the Motorola brand and Motorola Mobility’s portfolio of smartphones while Google will maintain ownership of the vast majority of the Motorola Mobility patent portfolio. As part of its ongoing relationship with Google, Lenovo will receive a license to this portfolio of patents and other intellectual property. Alcatel-Lucent has been selected by Lazus to deploy ‘metro’ networks in nine cities in Colombia. The IP/MPLS solution, to be deployed over this year, will deliver mobile backhaul and wholesale metropolitan services for IPTV and Triple Play, business and cloud service providers. Ericsson and China Mobile Demonstrate LTE to GSM Voice Handover
Ericsson and China Mobile have demonstrated the world’s first enhanced Single Radio Call Continuity (eSRVCC) towards GSM on a live LTE TDD network. It is a milestone for China Mobile to demonstrate that seamless voice services can be delivered to consumers over the operator’s new LTE TDD network in co-existence with its large installed-base GSM network. In the demonstration, the testing devices in a moving vehicle showed seamless eSRVCC voice handover without any perceivable interruption. Alcatel-Lucent Looking at a Sale of its Enterprise Business
Alcatel-Lucent is reportedly in talks with possible buyers for its enterprise business. ¬The enterprise unit sells telecommunications equipment and services and in 2012 had revenues of US$1 billion, although it is understood to have posted an operating loss of EUR12 million. The possible buyers of the division include Unify — a Gores Group and Siemens joint venture, an unnamed Chinese investor and an unnamed industrial company from “outside the USA”. Samsung Shows Off New Lite Tablet
Samsung has shown off its latest Android tablet, a smaller version of its Galaxy Tab 3 that comes with the Lite suffix. The Galaxy Tab3 Lite (7″) sports a slim, light-weight design with a more compact bezel that the company says makes it comfortable to carry around in one hand. In addition, the menu bar is situated on the device’s bezel, rather than on the 7-inch screen, in order to maximize the amount of the display used for services. It comes with a 1.2GHz Dual Core processor, and also hosts a 2-megapixel rear-facing. The Galaxy Tab3 Lite (7″) will be offered globally and will be available in White and Black. Ericsson Wins Bahrain Managed Services Contract
Zain Bahrain has signed a four-year partnership with Ericsson to manage, plan and optimize its new network that will be launched by the end of March. Under the four-year managed services and support agreement, Ericsson will manage the day-to-day operations of Zain’s new network. The network transformation, which began in April 2013, will give Zain Bahrain a new state-of-the-art network and promises faster download speeds and wider coverage. Huawei Announces 43 Percent Jump in Full Year Profits
Huawei has released its unaudited financial results, according to which its revenues for 2013 are expected to be up by around 8 percent at between CNY238 billion to CNY 240 billion (around US$39.8 billion). More than 75 percent of the carrier network business group’s revenue in 2013 came from the world’s top 50 telecom carriers, while the proportion of revenue from services and software in the carrier business increased to 37 percent in 2013 from 34 percent in 2012. Huawei says that it also generated rapid growth in its consumer and enterprise business groups. Nokia’s Search for a New CEO Narrows to Two Insiders
Nokia’s long search for a new CEO is reportedly focusing on several inside candidates, although the firm is still open to an outsider joining the firm. When Nokia announced the deal to sell its handsets division to Microsoft, the group CEO, Stephen Elop stood down from the role, although he remains the head of the handsets business and will move with it to Microsoft. Rajeev Suri, the head of the NSN division, which will be generating over 90% of Nokia’s revenues following the sale of its handset, has been named as a likely candidate. Nokia’s Finance Chief, Timo Ihamuotila has also been considered. ZTE to Release a Rugged Android Smartphone
China’s ZTE may be able to launch a rugged smartphone for the local market, according to photo leaks from a Chinese website. The company is reported to have secured approval to sell the G601U, an Android smartphone that is clad in an impact absorbing rubber skin and sealed joints. Google and Samsung Sign 10-Year Patent Agreement
In a very brief statement Google and Samsung has announced a 10-year patent deal between the two companies. Samsung and Google already work closely together and Samsung is the leading Android OS smartphone manufacturer, but the two sides were still technically breaching each other’s patents all over the place. LG to Add Fingerprint ID to Smartphones This Year
LG Electronics will integrate fingerprint recognition capabilities to its premium smartphone models such as G2 Pro and G3 later this year. LG’s fingerprint technology is expected to be applied to at the back of phone. The technology development for the G2 Pro nears completion, according to Korean press reports. A prototype for the G3 has been produced and the company is currently testing the fingerprint recognition functions. Samsung and KT Launch World’s First Commercial LTE Broadcast Service
Korea Telecom (KT) has announced that it has launched the world’s first commercial eMBMS (evolved Multimedia Broadcast and Multicast Service). KT’s service is based on Samsung network hardware, and works on the Samsung Galaxy Note 3 tablet. To access the service, Galaxy Note 3 users will be required to download a software upgrade. In an effort to commercialize LTE eMBMS, Samsung and KT have worked together for a number of years to develop network equipment and device solutions.
