Court Reduces Competition Fine on Kcell

The appeals college of the Almaty city court has reduced a fine imposed on Kazakhstan mobile operator Kcell by the lower-tier court. The fine was reduced from KZT 16.054 billion to KZT 325.85 million. It was imposed after the national competition regulator AZK found the operator violated competition law in the calculation of payments for its ‘Daily Unlimited’ tariff. The higher court said the fine should be calculated at 10 percent of service revenues in the region of the violation, instead of 10 percent of all voice revenues, as was applied by the lower court.
