According to news agency Trend, the founders of the company are the country’s Ministry of Communications, which has a 30% stake in the new player, while state-owned Turkmentelecom holds 60%; the holder or holders of the remaining shares was not mentioned in the report. With regards to the reasoning behind the introduction of a new player, which it is believed will only operate in the capital Ashgabat, it has been suggested that ASTU will serve to implement the national program for socio-economic development of Turkmenistan for 2011-2030, while a state-produced document was also cited as saying it would increase the effectiveness of enterprises in the national economy and enhance the communications sector.
