Afghanistan saw some light in its communication infrastructure when the current government laid the foundation of Afghanistan Telecom Regulatory Authority (ATRA) on December 18th, 2005 by laying the new law signed by his Excellency Hamid Karzai. Ever since then it has issued licenses to establish and operate GSM and CDMA based networks. This telecom infrastructural development has brought a positive change in the capacity of operators to enhance the telecom industry in Afghanistan.
ATRA is consisted of a five-member board appointed by the cabinet. ATRA has the complete range of regulatory powers, including licensing, numbering, frequency management, interconnection, consumer protection, monitoring & enforcement.
